关于加强非常规水源配置利用的指导意见

  7月(yue)3日,水(shui)(shui)(shui)(shui)利(li)部官网(wang)发(fa)布(bu)《水(shui)(shui)(shui)(shui)利(li)部国家发(fa)展改革委关(guan)于(yu)加(jia)强(qiang)(qiang)非(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)源(yuan)配(pei)置利(li)用(yong)的(de)指导意见》,提出到2025年,全(quan)国非(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)源(yuan)利(li)用(yong)量(liang)超过170亿(yi)立方米;地级及(ji)以上缺水(shui)(shui)(shui)(shui)城市再生(sheng)水(shui)(shui)(shui)(shui)利(li)用(yong)率(lv)达到25%以上,黄河流域中下游力争(zheng)达到30%,京津冀(ji)地区(qu)达到35%以上;具备条(tiao)件(jian)的(de)地区(qu)集蓄雨水(shui)(shui)(shui)(shui)、海(hai)水(shui)(shui)(shui)(shui)及(ji)海(hai)水(shui)(shui)(shui)(shui)淡化水(shui)(shui)(shui)(shui)、矿坑(keng)(井)水(shui)(shui)(shui)(shui)、微咸水(shui)(shui)(shui)(shui)利(li)用(yong)规模(mo)进(jin)一步扩大;非(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)源(yuan)配(pei)置利(li)用(yong)能力持续(xu)增强(qiang)(qiang),形成(cheng)先进(jin)适用(yong)成(cheng)熟的(de)再生(sheng)水(shui)(shui)(shui)(shui)配(pei)置利(li)用(yong)模(mo)式(shi),全(quan)社会对(dui)非(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)源(yuan)接(jie)受程度(du)明显提高。

  到2035年,建立(li)起完善的(de)非(fei)常(chang)规水(shui)源利用(yong)政策体(ti)系和市场机制,非(fei)常(chang)规水(shui)源经(jing)济、高效、系统、安全利用(yong)的(de)局面基本形成。

水利部国家发展改革(ge)委(wei)关(guan)于加强非常规水源配(pei)置利用的(de)指导意见(jian)

部直属有关单位(wei),各流域管理机构,各省、自治(zhi)区、直辖(xia)市水利(水务)厅(ting)(局)、发展改革委(wei):

  非(fei)(fei)(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)源(yuan)是指经处(chu)理(li)后可以利(li)(li)(li)用(yong)(yong)或在一定条件下可直接利(li)(li)(li)用(yong)(yong)的(de)再生(sheng)水(shui)(shui)(shui)(shui)(shui)、集蓄雨水(shui)(shui)(shui)(shui)(shui)、海(hai)水(shui)(shui)(shui)(shui)(shui)及海(hai)水(shui)(shui)(shui)(shui)(shui)淡化(hua)水(shui)(shui)(shui)(shui)(shui)、矿坑(井)水(shui)(shui)(shui)(shui)(shui)、微咸水(shui)(shui)(shui)(shui)(shui)等。开发(fa)利(li)(li)(li)用(yong)(yong)非(fei)(fei)(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)源(yuan)具有增加供水(shui)(shui)(shui)(shui)(shui)、减少排污、优化(hua)水(shui)(shui)(shui)(shui)(shui)资(zi)源(yuan)配(pei)置体系、提高水(shui)(shui)(shui)(shui)(shui)资(zi)源(yuan)利(li)(li)(li)用(yong)(yong)效(xiao)率等重要作用(yong)(yong),是高质量(liang)发(fa)展的(de)内在要求。目前,我国非(fei)(fei)(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)源(yuan)利(li)(li)(li)用(yong)(yong)尚存在配(pei)置水(shui)(shui)(shui)(shui)(shui)平偏低(di)、利(li)(li)(li)用(yong)(yong)不(bu)(bu)够(gou)充(chong)分、政策(ce)不(bu)(bu)够(gou)健全、认识(shi)不(bu)(bu)够(gou)到位等问题(ti)。为(wei)进一步加强非(fei)(fei)(fei)常(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)源(yuan)配(pei)置利(li)(li)(li)用(yong)(yong),现(xian)制定以下指导意见。

  一、总体要(yao)求

  (一)指导(dao)思想

  以(yi)习近平新时代中国特色社会主义思想为指(zhi)导,全面贯(guan)彻落实(shi)党的二(er)十(shi)大精神,实(shi)施全面节(jie)约战略,坚持(chi)(chi)习近平总书(shu)记(ji)“节(jie)水(shui)(shui)(shui)优先、空间均(jun)衡、系统(tong)治理(li)、两手(shou)发(fa)力(li)(li)”治水(shui)(shui)(shui)思路,统(tong)筹(chou)考虑各地区(qu)水(shui)(shui)(shui)资(zi)源(yuan)禀赋、承载能力(li)(li)与(yu)发(fa)展需求(qiu),坚持(chi)(chi)将非(fei)常规水(shui)(shui)(shui)源(yuan)纳入水(shui)(shui)(shui)资(zi)源(yuan)统(tong)一配(pei)置(zhi),以(yi)强化配(pei)置(zhi)管理(li)、促(cu)进配(pei)置(zhi)利用、加强能力(li)(li)建(jian)设、健全体制机制为抓(zhua)手(shou),着力(li)(li)扩(kuo)大非(fei)常规水(shui)(shui)(shui)源(yuan)利用领域和规模,提(ti)升水(shui)(shui)(shui)资(zi)源(yuan)集约节(jie)约利用水(shui)(shui)(shui)平,为缓解水(shui)(shui)(shui)资(zi)源(yuan)供需矛盾、提(ti)升水(shui)(shui)(shui)安全保障能力(li)(li)提(ti)供有力(li)(li)支撑。

  (二)基本原则

  科学规划、统(tong)一配置(zhi)。发挥规划从宏观(guan)层面统(tong)筹配置(zhi)水资源(yuan)的(de)引领(ling)作用,涉及水资源(yuan)开发、利用的(de)相关规划在制定水资源(yuan)保(bao)障(zhang)或配置(zhi)方案时,综(zong)合考虑(lv)非常规水源(yuan)分布特征、利用条件(jian)和(he)市(shi)场需求,将(jiang)非常规水源(yuan)纳入统(tong)一配置(zhi)。

  目(mu)标管(guan)理、应用尽用。实行非(fei)常规(gui)水(shui)源(yuan)(yuan)目(mu)标管(guan)理,制定(ding)各级行政区非(fei)常规(gui)水(shui)源(yuan)(yuan)最低(di)利用量年度目(mu)标,强化目(mu)标管(guan)理考核(he),严格计划用水(shui)、水(shui)资源(yuan)(yuan)论证、取水(shui)许(xu)可与节水(shui)评价管(guan)理,促进非(fei)常规(gui)水(shui)源(yuan)(yuan)应用尽用。

  因地制宜、精准(zhun)施策。充分(fen)(fen)考虑地区间经(jing)济社会发展水平、水资源(yuan)禀赋、利用条件等(deng)差(cha)异,坚持(chi)从实际出发,科学确定重点(dian)地区分(fen)(fen)水源(yuan)、分(fen)(fen)用途配(pei)置方案,实行按(an)需定供、按(an)用定质。

  政(zheng)策激励、市场(chang)驱(qu)动(dong)。完(wan)善(shan)非(fei)常(chang)规(gui)(gui)水(shui)源(yuan)利(li)(li)用相(xiang)(xiang)关(guan)激励与保障政(zheng)策,加快推(tui)进(jin)水(shui)价和用水(shui)权(quan)改革,发(fa)挥市场(chang)在非(fei)常(chang)规(gui)(gui)水(shui)源(yuan)配置中(zhong)的(de)决定性作用,健(jian)全(quan)完(wan)善(shan)非(fei)常(chang)规(gui)(gui)水(shui)源(yuan)开发(fa)利(li)(li)用相(xiang)(xiang)关(guan)市场(chang)机(ji)制,促进(jin)非(fei)常(chang)规(gui)(gui)水(shui)源(yuan)市场(chang)化交易(yi)。

  (三)总体目标

  到2025年(nian),全国(guo)非常(chang)规(gui)水(shui)(shui)源(yuan)利(li)用(yong)量(liang)超过170亿立方米;地级及以上缺水(shui)(shui)城(cheng)市(shi)再(zai)生水(shui)(shui)利(li)用(yong)率(lv)达到25%以上,黄河流域(yu)中下游(you)力(li)争达到30%,京津(jin)冀(ji)地区达到35%以上;具备(bei)条件的(de)(de)地区集蓄雨水(shui)(shui)、海水(shui)(shui)及海水(shui)(shui)淡(dan)化水(shui)(shui)、矿(kuang)坑(井)水(shui)(shui)、微咸水(shui)(shui)利(li)用(yong)规(gui)模(mo)进(jin)(jin)一步(bu)扩大;非常(chang)规(gui)水(shui)(shui)源(yuan)配置(zhi)利(li)用(yong)能(neng)力(li)持续(xu)增强,形成先进(jin)(jin)适(shi)用(yong)成熟(shu)的(de)(de)再(zai)生水(shui)(shui)配置(zhi)利(li)用(yong)模(mo)式,全社(she)会对非常(chang)规(gui)水(shui)(shui)源(yuan)接受程度(du)明(ming)显(xian)提高。

  到(dao)2035年,建立起完善的非(fei)常规(gui)水源(yuan)利(li)用(yong)政策体系和市场机制(zhi),非(fei)常规(gui)水源(yuan)经济、高效(xiao)、系统、安全利(li)用(yong)的局面基(ji)本形成。

  二、强化配置管理(li)

  (四(si))科学规(gui)(gui)划(hua)布局。编(bian)(bian)制(zhi)流域综(zong)合规(gui)(gui)划(hua)、水(shui)(shui)资源(yuan)综(zong)合规(gui)(gui)划(hua)等水(shui)(shui)利(li)综(zong)合规(gui)(gui)划(hua)时(shi),应当科学制(zhi)定水(shui)(shui)资源(yuan)配(pei)(pei)(pei)置(zhi)方案,将非(fei)(fei)常(chang)规(gui)(gui)水(shui)(shui)源(yuan)纳入水(shui)(shui)资源(yuan)供需平衡(heng)分(fen)析与配(pei)(pei)(pei)置(zhi)体(ti)系。编(bian)(bian)制(zhi)节约用水(shui)(shui)规(gui)(gui)划(hua)、非(fei)(fei)常(chang)规(gui)(gui)水(shui)(shui)源(yuan)利(li)用规(gui)(gui)划(hua)等水(shui)(shui)利(li)专业规(gui)(gui)划(hua)时(shi),应充分(fen)考虑非(fei)(fei)常(chang)规(gui)(gui)水(shui)(shui)源(yuan)的用水(shui)(shui)需求、供水(shui)(shui)能力(li)和(he)(he)设施(shi)(shi)布局,明确(que)非(fei)(fei)常(chang)规(gui)(gui)水(shui)(shui)源(yuan)最(zui)低配(pei)(pei)(pei)置(zhi)量(liang)、配(pei)(pei)(pei)置(zhi)对象及水(shui)(shui)源(yuan)类型,统筹推进非(fei)(fei)常(chang)规(gui)(gui)水(shui)(shui)源(yuan)配(pei)(pei)(pei)置(zhi)利(li)用设施(shi)(shi)建设和(he)(he)提(ti)质改造。规(gui)(gui)划(hua)相关内(nei)容不(bu)符(fu)合要求的,水(shui)(shui)行政(zheng)主管部门不(bu)得(de)同意其通过审查。

  (五)实行目标(biao)管理。将非(fei)常规水源利(li)用量(liang)纳入用水总量(liang)和强度双控指标(biao)体系,按(an)年(nian)度把全国非(fei)常规水源利(li)用量(liang)控制目标(biao)分(fen)解配置(zhi)到(dao)各(ge)省(自治(zhi)区、直辖市(shi)),各(ge)省(自治(zhi)区、直辖市(shi))结合实际进(jin)一步(bu)分(fen)解配置(zhi)到(dao)市(shi)、县级行政(zheng)区,有条件的地区进(jin)一步(bu)分(fen)解到(dao)水源类型(xing)及(ji)重(zhong)点行业。

  (六)纳入(ru)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)计(ji)划。将(jiang)非常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)合理纳入(ru)计(ji)划用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)管理,核定年(nian)度(du)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)计(ji)划时,对于(yu)具备利(li)用(yong)(yong)非常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)条件的(de)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)户配置非常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)。下(xia)达的(de)用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)计(ji)划应当明确非常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)计(ji)划用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)指标,对常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)实(shi)行超(chao)定额(e)超(chao)计(ji)划加征水(shui)(shui)(shui)(shui)(shui)(shui)资(zi)源(yuan)税(费)或(huo)加价。按计(ji)划可以利(li)用(yong)(yong)非常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)而未(wei)利(li)用(yong)(yong)的(de),核减其下(xia)一年(nian)度(du)常(chang)(chang)(chang)规水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)的(de)计(ji)划用(yong)(yong)水(shui)(shui)(shui)(shui)(shui)(shui)指标。

  (七(qi))严格(ge)论(lun)证(zheng)审(shen)批(pi)(pi)。规划和(he)建(jian)设(she)项(xiang)目(mu)水(shui)(shui)(shui)资源(yuan)(yuan)论(lun)证(zheng)、节水(shui)(shui)(shui)评价时,严格(ge)论(lun)证(zheng)非常(chang)(chang)规水(shui)(shui)(shui)源(yuan)(yuan)配置利(li)用(yong)(yong)的(de)(de)政策(ce)符合性(xing)及利(li)用(yong)(yong)规模、方式(shi)、对象(xiang)等的(de)(de)合理性(xing),科(ke)学制定非常(chang)(chang)规水(shui)(shui)(shui)源(yuan)(yuan)利(li)用(yong)(yong)措施(shi)方案,发挥已建(jian)非常(chang)(chang)规水(shui)(shui)(shui)源(yuan)(yuan)开(kai)发利(li)用(yong)(yong)设(she)施(shi)效能,促进非常(chang)(chang)规水(shui)(shui)(shui)源(yuan)(yuan)应用(yong)(yong)尽用(yong)(yong)。缺水(shui)(shui)(shui)地区(qu)、水(shui)(shui)(shui)资源(yuan)(yuan)超载地区(qu)建(jian)设(she)项(xiang)目(mu)新增(zeng)取(qu)水(shui)(shui)(shui)未论(lun)证(zheng)非常(chang)(chang)规水(shui)(shui)(shui)源(yuan)(yuan)利(li)用(yong)(yong)的(de)(de),不得批(pi)(pi)准其新增(zeng)取(qu)水(shui)(shui)(shui)许可。上(shang)述审(shen)批(pi)(pi)事(shi)项(xiang)应当(dang)依托投资项(xiang)目(mu)代码,通过投资项(xiang)目(mu)在线审(shen)批(pi)(pi)监管平台,实现信息共享。

  (八)引(yin)导市(shi)场配置。推动(dong)落实减免水(shui)(shui)(shui)资源税(费)、企(qi)业所得税等税费优惠政策,降(jiang)低(di)非(fei)常(chang)(chang)规(gui)水(shui)(shui)(shui)源生产和(he)使用成本(ben),逐(zhu)步消(xiao)除非(fei)常(chang)(chang)规(gui)水(shui)(shui)(shui)源与外调水(shui)(shui)(shui)、地表(biao)水(shui)(shui)(shui)、地下水(shui)(shui)(shui)的价格(ge)劣势。培(pei)育(yu)壮大(da)非(fei)常(chang)(chang)规(gui)水(shui)(shui)(shui)源交易(yi)市(shi)场,鼓励交易(yi)双方(fang)依据市(shi)场化原则自主协商定价,增强相关经营主体开(kai)发利用非(fei)常(chang)(chang)规(gui)水(shui)(shui)(shui)源的内生动(dong)力(li)。

  (九)加强考核(he)(he)监督。将非(fei)常(chang)(chang)规(gui)水源(yuan)配(pei)置利(li)用情况(kuang)纳入(ru)最严(yan)格水资源(yuan)管理制度考核(he)(he),重(zhong)点考核(he)(he)非(fei)常(chang)(chang)规(gui)水源(yuan)利(li)用量(liang)目标(biao)完成情况(kuang),各级行政区非(fei)常(chang)(chang)规(gui)水源(yuan)利(li)用量(liang)超(chao)过年度目标(biao)时,超(chao)过部分不计入(ru)用水总量(liang)考核(he)(he)指标(biao)。对非(fei)常(chang)(chang)规(gui)水源(yuan)利(li)用设(she)(she)施等节(jie)水设(she)(she)施与主体工程同时设(she)(she)计、同时施工、同时投产情况(kuang)进(jin)行监督检查,必(bi)要时对水量(liang)、水质开(kai)展(zhan)监督性计量(liang)监测,督促(cu)非(fei)常(chang)(chang)规(gui)水源(yuan)供水单(dan)位落实(shi)安(an)全风险防控责任。

  三、促进配置利用

  (十)再(zai)生水(shui)(shui)(shui)(shui)。统筹将(jiang)再(zai)生水(shui)(shui)(shui)(shui)用(yong)(yong)(yong)于(yu)工业生产(chan)、城(cheng)(cheng)市杂用(yong)(yong)(yong)、生态(tai)环(huan)境、农业灌(guan)溉等领域,稳步推进典型(xing)地(di)(di)区(qu)再(zai)生水(shui)(shui)(shui)(shui)利用(yong)(yong)(yong)配置试点。以缺(que)水(shui)(shui)(shui)(shui)地(di)(di)区(qu)、水(shui)(shui)(shui)(shui)资源超(chao)载地(di)(di)区(qu)为(wei)(wei)重(zhong)点,将(jiang)再(zai)生水(shui)(shui)(shui)(shui)作为(wei)(wei)工业生产(chan)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)的重(zhong)要(yao)(yao)水(shui)(shui)(shui)(shui)源,推行再(zai)生水(shui)(shui)(shui)(shui)厂与(yu)企业间“点对点”配置,推进企业内部废污水(shui)(shui)(shui)(shui)循环(huan)利用(yong)(yong)(yong),支(zhi)持工业园区(qu)废水(shui)(shui)(shui)(shui)集中处理(li)及再(zai)生利用(yong)(yong)(yong);河湖(hu)湿地(di)(di)生态(tai)补(bu)水(shui)(shui)(shui)(shui)、造林(lin)绿化、景观环(huan)境用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)、城(cheng)(cheng)市杂用(yong)(yong)(yong)等,在满足水(shui)(shui)(shui)(shui)质要(yao)(yao)求条件(jian)下,优(you)先配置再(zai)生水(shui)(shui)(shui)(shui);有条件(jian)的缺(que)水(shui)(shui)(shui)(shui)地(di)(di)区(qu),按照农田灌(guan)溉用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)水(shui)(shui)(shui)(shui)质标准要(yao)(yao)求,稳妥推动再(zai)生水(shui)(shui)(shui)(shui)用(yong)(yong)(yong)于(yu)农业灌(guan)溉。

  (十一(yi))集蓄雨(yu)(yu)水(shui)(shui)。结(jie)合海(hai)绵城(cheng)市(shi)建(jian)设,因地(di)(di)(di)制宜(yi)提升公园(yuan)、绿地(di)(di)(di)、建(jian)筑、道路(lu)、广场等雨(yu)(yu)水(shui)(shui)资源综合利用水(shui)(shui)平。西(xi)北、华北缺水(shui)(shui)山区,西(xi)南(nan)岩(yan)溶地(di)(di)(di)区以及沿海(hai)地(di)(di)(di)区和(he)海(hai)岛,结(jie)合地(di)(di)(di)形地(di)(di)(di)貌(mao)建(jian)设水(shui)(shui)池、水(shui)(shui)窖、坑塘等工程收(shou)集、处理雨(yu)(yu)水(shui)(shui)。水(shui)(shui)质(zhi)型缺水(shui)(shui)地(di)(di)(di)区,结(jie)合治污减排,积极推进雨(yu)(yu)污分流和(he)雨(yu)(yu)水(shui)(shui)收(shou)集利用。因地(di)(di)(di)制宜(yi)推广农业集雨(yu)(yu)节水(shui)(shui)灌溉(gai)技(ji)术,用于农业补充灌溉(gai)。

  (十二)海(hai)(hai)水(shui)(shui)(shui)(shui)。把(ba)海(hai)(hai)水(shui)(shui)(shui)(shui)作为(wei)(wei)沿(yan)海(hai)(hai)水(shui)(shui)(shui)(shui)资(zi)源的重要补充和战略储备(bei),加强(qiang)海(hai)(hai)水(shui)(shui)(shui)(shui)直接利(li)用(yong)(yong)(yong)。沿(yan)海(hai)(hai)火电(dian)、核(he)电(dian)及石(shi)化(hua)、化(hua)工(gong)、钢铁等(deng)重点(dian)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)行业(ye)(ye)在技术(shu)成熟的基础上推(tui)(tui)广海(hai)(hai)水(shui)(shui)(shui)(shui)作为(wei)(wei)冷(leng)却(que)用(yong)(yong)(yong)水(shui)(shui)(shui)(shui),鼓励脱硫、冲(chong)洗类工(gong)艺环节用(yong)(yong)(yong)水(shui)(shui)(shui)(shui)优先(xian)利(li)用(yong)(yong)(yong)海(hai)(hai)水(shui)(shui)(shui)(shui)。支(zhi)持沿(yan)海(hai)(hai)海(hai)(hai)域(yu)滩涂和盐渍化(hua)地区(qu)科学发展海(hai)(hai)水(shui)(shui)(shui)(shui)增(zeng)养殖(zhi)业(ye)(ye)和海(hai)(hai)水(shui)(shui)(shui)(shui)灌溉农(nong)业(ye)(ye),推(tui)(tui)广海(hai)(hai)水(shui)(shui)(shui)(shui)源热泵(beng)技术(shu)。探(tan)索在消(xiao)除含海(hai)(hai)水(shui)(shui)(shui)(shui)废污水(shui)(shui)(shui)(shui)对生态环境(jing)影响前提下,城市市政、消(xiao)防(fang)、冲(chong)厕等(deng)领域(yu)直接利(li)用(yong)(yong)(yong)海(hai)(hai)水(shui)(shui)(shui)(shui)。

  (十三(san))海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)。沿海(hai)(hai)(hai)缺水(shui)(shui)(shui)(shui)(shui)(shui)地(di)区(qu)要加强海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong),因地(di)制宜将海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)作为生活补充水(shui)(shui)(shui)(shui)(shui)(shui)源、市(shi)政新增供(gong)水(shui)(shui)(shui)(shui)(shui)(shui)及应急备用(yong)水(shui)(shui)(shui)(shui)(shui)(shui)源,进一(yi)步提高海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)配置量和(he)(he)覆盖范围,提升城市(shi)供(gong)水(shui)(shui)(shui)(shui)(shui)(shui)安全保(bao)障(zhang)水(shui)(shui)(shui)(shui)(shui)(shui)平。对沿海(hai)(hai)(hai)地(di)区(qu)工业(ye)园(yuan)(yuan)区(qu)和(he)(he)高耗(hao)(hao)水(shui)(shui)(shui)(shui)(shui)(shui)产业(ye)应科学配置海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui),扩大工业(ye)园(yuan)(yuan)区(qu)海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong)规模,建设海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong)示范工业(ye)园(yuan)(yuan)区(qu),依法严控具(ju)备条件但未充分(fen)利(li)用(yong)海(hai)(hai)(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡(dan)(dan)化水(shui)(shui)(shui)(shui)(shui)(shui)的(de)高耗(hao)(hao)水(shui)(shui)(shui)(shui)(shui)(shui)项目和(he)(he)工业(ye)园(yuan)(yuan)区(qu)新增取水(shui)(shui)(shui)(shui)(shui)(shui)许可。

  (十四(si))矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)(井(jing))水(shui)。西(xi)北、华北、两淮(huai)、云贵等(deng)煤矿(kuang)(kuang)(kuang)(kuang)矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)涌(yong)水(shui)量丰富(fu)的地区(qu),应统筹加强矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)(井(jing))水(shui)利(li)用(yong)(yong)(yong)。矿(kuang)(kuang)(kuang)(kuang)区(qu)生产应充分使用(yong)(yong)(yong)矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)(井(jing))水(shui)。对于(yu)周边具(ju)备(bei)(bei)矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)(井(jing))水(shui)供水(shui)条件且水(shui)质(zhi)满(man)足利(li)用(yong)(yong)(yong)要求的工业(ye)(ye)企业(ye)(ye),在(zai)办理取水(shui)许可(ke)时应合(he)理配置矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)(井(jing))水(shui)。具(ju)备(bei)(bei)条件地区(qu)在(zai)矿(kuang)(kuang)(kuang)(kuang)坑(keng)(keng)(keng)(井(jing))水(shui)水(shui)质(zhi)符(fu)合(he)农田灌溉水(shui)质(zhi)标准前(qian)提下(xia),可(ke)推广用(yong)(yong)(yong)于(yu)农业(ye)(ye)灌溉。

  (十五)微咸水。西(xi)北及沿海地区等微咸水丰富的缺(que)水地区,在(zai)(zai)不(bu)(bu)影(ying)响(xiang)生态环境安全(quan)、不(bu)(bu)造成土壤盐碱化的前(qian)提下,稳妥发(fa)展(zhan)咸淡混灌(guan)、咸淡轮灌(guan)等微咸水灌(guan)溉(gai)利用(yong)模式(shi),因地制宜推(tui)广种(zhong)植耐盐碱作(zuo)(zuo)物品种(zhong)。在(zai)(zai)农村供(gong)水水源不(bu)(bu)足地区,可因地制宜加强微咸水淡化处理利用(yong),作(zuo)(zuo)为生产(chan)、生活供(gong)水的补充水源。

  四(si)、加(jia)强能力建设(she)

  (十六)增强(qiang)计(ji)(ji)(ji)(ji)量(liang)统(tong)(tong)(tong)计(ji)(ji)(ji)(ji)能力。依托用(yong)(yong)水(shui)(shui)统(tong)(tong)(tong)计(ji)(ji)(ji)(ji)调查制(zhi)度(du)和(he)用(yong)(yong)水(shui)(shui)计(ji)(ji)(ji)(ji)量(liang)监(jian)控体(ti)系建(jian)设,加(jia)强(qiang)非(fei)常(chang)规(gui)水(shui)(shui)源(yuan)(yuan)计(ji)(ji)(ji)(ji)量(liang)监(jian)测(ce),完善(shan)《水(shui)(shui)资源(yuan)(yuan)公报(bao)》《节约用(yong)(yong)水(shui)(shui)管理年报(bao)》等统(tong)(tong)(tong)计(ji)(ji)(ji)(ji)体(ti)系中非(fei)常(chang)规(gui)水(shui)(shui)源(yuan)(yuan)统(tong)(tong)(tong)计(ji)(ji)(ji)(ji)规(gui)则和(he)数(shu)据(ju)(ju)质量(liang),实现(xian)重点用(yong)(yong)水(shui)(shui)户非(fei)常(chang)规(gui)水(shui)(shui)源(yuan)(yuan)利用(yong)(yong)量(liang)数(shu)据(ju)(ju)网(wang)上直报(bao)。加(jia)强(qiang)跨部门计(ji)(ji)(ji)(ji)量(liang)统(tong)(tong)(tong)计(ji)(ji)(ji)(ji)协(xie)作,推动建(jian)立数(shu)据(ju)(ju)要素共(gong)建(jian)共(gong)享(xiang)机制(zhi)。加(jia)强(qiang)对非(fei)常(chang)规(gui)水(shui)(shui)源(yuan)(yuan)供水(shui)(shui)单位水(shui)(shui)量(liang)水(shui)(shui)质监(jian)督检查,保障非(fei)常(chang)规(gui)水(shui)(shui)源(yuan)(yuan)安(an)全利用(yong)(yong)。

  (十七)健全技(ji)(ji)术(shu)标(biao)(biao)准(zhun)体(ti)系。水(shui)(shui)(shui)(shui)利部研究构建(jian)非(fei)常(chang)规水(shui)(shui)(shui)(shui)源(yuan)技(ji)(ji)术(shu)标(biao)(biao)准(zhun)体(ti)系,统(tong)筹(chou)协调(diao)相关部门按(an)照职责分工(gong),加快推进非(fei)常(chang)规水(shui)(shui)(shui)(shui)源(yuan)技(ji)(ji)术(shu)标(biao)(biao)准(zhun)制(zhi)(zhi)修订工(gong)作,按(an)照不(bu)同(tong)非(fei)常(chang)规水(shui)(shui)(shui)(shui)源(yuan)类型,建(jian)立健全不(bu)同(tong)用(yong)途(tu)水(shui)(shui)(shui)(shui)质标(biao)(biao)准(zhun),完善水(shui)(shui)(shui)(shui)处理、水(shui)(shui)(shui)(shui)质检测、安(an)全利用(yong)、规划配置、工(gong)程设计(ji)等技(ji)(ji)术(shu)规范。各地结合(he)实际编(bian)制(zhi)(zhi)差别化(hua)的非(fei)常(chang)规水(shui)(shui)(shui)(shui)源(yuan)地方标(biao)(biao)准(zhun),鼓(gu)励相关行业(ye)协会、企业(ye)等主体(ti)编(bian)制(zhi)(zhi)非(fei)常(chang)规水(shui)(shui)(shui)(shui)源(yuan)团体(ti)标(biao)(biao)准(zhun)和企业(ye)标(biao)(biao)准(zhun)。

  (十八(ba))提升(sheng)科(ke)(ke)技(ji)支(zhi)撑能力。加(jia)强再生水(shui)(shui)、海水(shui)(shui)及海水(shui)(shui)淡化(hua)水(shui)(shui)等非常规(gui)水(shui)(shui)源开发利(li)用(yong)关键(jian)技(ji)术(shu)科(ke)(ke)研(yan)攻关,支(zhi)持新(xin)(xin)(xin)技(ji)术(shu)、新(xin)(xin)(xin)工艺、新(xin)(xin)(xin)材料(liao)、新(xin)(xin)(xin)设(she)备(bei)的研(yan)究开发,推(tui)动(dong)先进实用(yong)技(ji)术(shu)设(she)备(bei)集成(cheng)、示范(fan)和应用(yong)。鼓励引导建立(li)非常规(gui)水(shui)(shui)源开发利(li)用(yong)产业(ye)(ye)技(ji)术(shu)创新(xin)(xin)(xin)联盟(meng),推(tui)动(dong)跨领域跨行业(ye)(ye)协同(tong)创新(xin)(xin)(xin)。

  五、保障措施(shi)

  (十九)加强(qiang)组织领(ling)导。地方(fang)各级水(shui)行政主管(guan)部门(men)(men)、各流(liu)域管(guan)理机(ji)构应充(chong)分认识加强(qiang)非常规水(shui)源(yuan)配(pei)置(zhi)利用(yong)(yong)的(de)重要(yao)性,严格履行指导非常规水(shui)源(yuan)开发(fa)(fa)利用(yong)(yong)工作的(de)行业管(guan)理职责(ze),积(ji)极发(fa)(fa)挥节约用(yong)(yong)水(shui)协(xie)调机(ji)制作用(yong)(yong),针对不同类(lei)型的(de)非常规水(shui)源(yuan),加强(qiang)与发(fa)(fa)展改(gai)革(能源(yuan))、自(zi)然资源(yuan)、住房城乡建设等相(xiang)(xiang)关部门(men)(men)的(de)协(xie)调配(pei)合,推动明确相(xiang)(xiang)关部门(men)(men)目标责(ze)任,促(cu)进非常规水(shui)源(yuan)开发(fa)(fa)利用(yong)(yong)。

  (二十)统(tong)(tong)一统(tong)(tong)计(ji)口径。再(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)、集蓄(xu)雨(yu)(yu)水(shui)(shui)(shui)(shui)(shui)(shui)、海(hai)水(shui)(shui)(shui)(shui)(shui)(shui)淡化水(shui)(shui)(shui)(shui)(shui)(shui)、矿坑(keng)(井)水(shui)(shui)(shui)(shui)(shui)(shui)和(he)微(wei)咸水(shui)(shui)(shui)(shui)(shui)(shui)等非(fei)常(chang)规(gui)(gui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)利(li)用(yong)量(liang)(liang)的(de)统(tong)(tong)计(ji)口径按照《水(shui)(shui)(shui)(shui)(shui)(shui)利(li)部办公厅关于进(jin)一步加强和(he)规(gui)(gui)范非(fei)常(chang)规(gui)(gui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)统(tong)(tong)计(ji)工作的(de)通知(zhi)》(办节(jie)约〔2019〕241号(hao))执(zhi)行。雨(yu)(yu)洪(hong)资(zi)源(yuan)、云水(shui)(shui)(shui)(shui)(shui)(shui)资(zi)源(yuan)、难以(yi)更(geng)新的(de)地下水(shui)(shui)(shui)(shui)(shui)(shui)等不属于非(fei)常(chang)规(gui)(gui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)统(tong)(tong)计(ji)范畴。非(fei)常(chang)规(gui)(gui)水(shui)(shui)(shui)(shui)(shui)(shui)源(yuan)利(li)用(yong)量(liang)(liang)目标(biao)不含海(hai)水(shui)(shui)(shui)(shui)(shui)(shui)直接利(li)用(yong)量(liang)(liang)。再(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong)率为再(zai)生水(shui)(shui)(shui)(shui)(shui)(shui)利(li)用(yong)量(liang)(liang)与(yu)污水(shui)(shui)(shui)(shui)(shui)(shui)处理量(liang)(liang)之(zhi)比。

  (二(er)十一)加大宣传(chuan)力度。将非常(chang)规水源利(li)(li)用(yong)作为节水宣传(chuan)的重(zhong)要内容,结合世界水日、中国(guo)(guo)水周、全国(guo)(guo)城市节水宣传(chuan)周等(deng)重(zhong)要时间节点(dian),综合运用(yong)传(chuan)统媒(mei)体(ti)和(he)新(xin)媒(mei)体(ti)手(shou)段,大力宣传(chuan)我(wo)国(guo)(guo)非常(chang)规水源利(li)(li)用(yong)的重(zhong)要意义、法规政策及(ji)典(dian)型(xing)案例,传(chuan)播国(guo)(guo)内外先进经验(yan)技术,科(ke)普安全利(li)(li)用(yong)知(zhi)识,提高(gao)公众(zhong)对非常(chang)规水源的认知(zhi)度和(he)接受度。
